Port looks in good condition, filters all tested good. No shorts on caps. Only think I noticed was voltage on theses 3 diodes. The diode by itself ( closest to the hdmi port solder pins ) give me a 0.2v The other 2 tested @ 5.6v

Excellent, I have the same issue right now. Although everything checks out fine. I'm thinking I've been sent a dud chip.

Both HDMI and Chip replaced. Before the PS4 was going to a white light and the monitor was going from signal found to no signal. When I replaced the IC I still get white light but no signal.

I had sorta the same issue you are having in the pass. It ended up being the IC controller chip. I installed new and still no picture... fluxed it again and more heat and it fixed the issue.
