Xbox One S - Looks to be a power failure - Resolder NewCaps?

So I acquired an Xbox One S which other than where I got it from looks to be clean inside the box. Either hitting the power button or BluRay Drive button i hear the sound the led flashes for about a half second and then goes back off again. I think I found the culprit. These are the capacitors Labeled C9B2 through C9B7 underneath the power supply. I think there may have been a small amount of fluid spilled as there seemed to have been some staining on the plastic over the fan and some dried liquid on the fan top. I looked at the board took all components off and this is the closest to what I think may be the issue. I dont know what they are because I do not have a schematic. Going to try to clean them off with alcohol 99.7 but I doubt it will do anything my guess is they are toast and probably the cause of my issue.

Hello!

First clean all spilled areas with window (glass) cleaner and toothbrush, then remove window cleaner with IPA. Dry the plate well.
Then replace all corroded components, don't measure just replace them.
