Could be that capacitor or rectifier.
Does the tv show any signs of power when plugged in?

dont know this model of tv but has been known on other models using same board hold f button on top of remote and press mute button it could be safety feature on tv.if this doesnt help the caps may look fine replace anyway as these ones take a hell of a beating on the power inverter.

the shock you got off it is most likely residual energy left in the caps, they give a nice bite lolz. supposed to drain them before commencing work on the board
If you look at the board it might has the output voltages printed on to it, then you can test and see which are missing or low or doing anything,
to test them if you only ever put one hand on the probe and clip the other probe to ground and keep the free hand out the way you should be good,
(for readers of the forum as im sure you know anyway steve )
always use extreme caution with live electrics,as im a clumsy sod lol ive tripped the rcd in my house numerous times with out blowing the sytems fuses which could of course be fatal if the rcd didnt work properly :facepalm:

I find that when working on a tv or monitor that is displaying a light led.
In most cases its a cap.
Caps can be tricky buggers to determine if they are bad.
This is where an esr meter comes in handy.lol

just a thought the bridge rectifier must be ok as its getting standby voltage, if it wernt rectifying you wouldnt have that

yea i enjoy working on them trying to figure stuff out, still im very n00b at electronics but keep learning little bits all time,
esr meter is on my wanted list aswell :)
