SAC001 HDMI signal but no picture unless in safe mode

Just got in a repair for no picture but solid white light. Warranty stickers intact but port looked like a replacement. checked pin out of the port and Pin 4 on HDMI port wasn't showing continuity thru the HDMI cable, decided to replace port. I get a signal on monitor but only some static on the monitor. All pins are solid and traced out,No issue. tried to boot to safe mode and get a picture, tried to change resolution, PS4 reboots and I can see an image flick on and off. Tried a full reinstall of firmware but no change.
filters, resistors and diodes all check out good. first time I've come across this. Does anyone have any idea what to try next?

U can try checking the filters for a short near the hdmi ic, or replace the 5 leg transistors in the hdmi circuit near the diodes

Thanks for the reply. Filters all check out fine, I can try the transistor swap.

480p mode. Uses less bandwidth on the HDMI. Replace the port and all will be well with the world!
