I would start by testing the Mosfet (U5B1) to the left of the Resister (R5B3), I would then test 2nd Mosfet (U5B2) if that does not isolate the problem.

Is that flux residue or is something bleeding?

I have never seen a cold solder joint fry another smd component.
I learn something new every day I guess.

My bad, I did not catch it was frying the diode. That would be something different lol. I read no power... I have dealt with a TV popping fused as soon as i plugged in power. Turned out to be a transistor. 1 gate was bad causing a short. Also on a note of BGA, I have dealt with a BGA bridge that would cause no power.

First check if you get 5V on the anode (+) pin of the diode D5B1.
If it is ok check 1.8V output voltage from U5B2 and 3.3V output voltage from U5B1.
