PUHUI T-8280 temp issue...

As I have listed I am using the t-8280 bottom heater and have been having a big issue. I can not for the life of me get the top temps I need. I MAX at 140 C.
That is after...lets see. Moving the thermal couple to the stock position and moving the board closer to the plate wile still using the stock rails. The issue I am having is once the top temp gets to 140 on my meter..it just chokes. That leads me to believe the bottom heater is throttling for some reason?? IDK. If it helps I got near exact top temps of about 140 when the TC on the t-8280 was reading directly on the plate (MAXED at 350 after that it just throttled for some reason but would not go over even if set.) Then after resetting the TC to stock position (somewhere in the middle) I set it to lower temp but still it throttled back at about 240 and could only maintained 200 to a top temp of 140. Weird right?
Any help is appreciated.
